The Virginia City Police Department are a law enforcement organizacion in Manhunt 2, who work and protect around Virginia City.

The VCPD are Virginia City's main police force and are led by corrupt police commissioner Bill Starkweather, who takes bribes from James Stalker to allow the Boss' horror snuff film ring to operate within the city. As a result of this, the VCPD are mostly ineffective at their job and are used as pawns by Starkweather and Stalker during the events of Manhunt 2, basically fodder for Stalker's stars. They can be seen wearing an all-blue police uniform, sometimes accompanied by a black jacket or trousers with a yellow stripe (not the piss stain). Officers can be heard muttering about selling drugs, beating homeless people and complaining about being forced to search for James Earl Cash, who they believe to be a common street thug or a hobo. They can be found in groups of two or more and are rarely seen alone or separated. Once they spot the corpse of a police officer, they will fight noticeably harder and stick together, making it difficult to kill them off one by one.

Sudden Violence[]

After Cash escapes from Dixmor Asylum, Jax is sent to track him down but fails and is "killed". Stalker then contacts commissioner of the police, William Starkweather and tells him to get his boys to capture Cash and Robin. VCPD officers flood the central district and patrol its streets and the area surrounding Robin's Apartment. The officers are under the impression that they are apprehending a hobo, likely a lie told to them by Starkweather.

Cash manages to kill them and then they guard the subway. They even place officers armed with Sniper Rifles on the roofs of Chips' Casino and Tyson Tires, but they are all killed. They are then assisted by WV S.W.A.T when they shut down the subway. Many officers are killed as Cash takes the subway to the trainyard, where he is captured by Wardogs but the S.W.A.T turn up, kill the Wardogs and take Cash to Stalker.
