Steven Robert "Steve" Haines (born November 24, 1972) is an FIB agent in and the main antagonist of Grand Theft Auto V, alongside Devin Weston. He is also the boss of Dave Norton and formerly the boss of Andreas Sanchez, Michael De Santa, Trevor Phillips, and Franklin Clinton. Devin Weston had power over Steve Haines. He is originally from Minden, Nebraska prior to moving to Los Santos. If Choice C is picked in the end, Steve will be sniped by Trevor in Del Perro Pier.
