Snake is a character from a 1986 anti-drug PSA. He is a drug dealer who can also take the form of a snake, hence his name. Despite being African-American rather than Mediterranean or Eastern European, he is also a vampire. He can also take the form of a wolf, bat, owl, raven, rat, and possibly many other nocturnal animals. He gets people to do drugs just as any other drug dealer would and says "Would I do such a thing to an innocent kid like you? YESSSS!" Just like any other vampire, sunlight, garlic, holy symbols, holy water, and stakes are harmful to him. Usually, if people don't do the drugs he wants them to do, he'll just drink their blood instead.
