The Seidan Guardsmen are an ancient and current military organisation and militant police force that protect the highly advanced civilisation of Seido, otherwise known as the Orderworld. They are strictly responsible for everything that goes on within that seemingly "perfect" world. Hotaru is in charge of this wide law enforcement as their supreme commander and favourite soldier of the Seidan Government while because of his chivalry, zealotry, and love for Order, is hailed as Seido's hero above anything else.

The Seidan Guardsmen like their fellow Seidan citizens, are humanoid in form but like many other species in our universe, possess greater affinities with magic and have a much much longer life expectancy. And like their people's lifestyle, their obsession with structure, organisation and even perfection has led to the fact that they seem to care more about such abstract things than they do about life and death, which makes them, curiously, a lot like the Chaosworlders from the Planet of Chaos, the exact opposite planet. Despite the egalitarian, clear outlook of their society, Seidans are tense people and many have reservations about their ruling caste, as is demonstrated by the Seidan Rebels movement led by Darrius. Many inhabitants are also well-adapted to the nature of their homeworld, as they often appear busy and are rushing to their destinations. Despite the strict laws, unlike the Seidan Guardsmen, some everyday citizens (excluding the Seidan Rebels) still commit serious crimes such as murder, though they never get away with their crimes.

In Mortal Kombat: Return of The Dragon King; Konquest, Kurtis Stryker from Earth is seen aspiring to become a Seidan Guardsman. Same goes for Max MacTavish from Bully, who is still searching for a certain portal that will take him to the planet of Order.
