The Red Kings were a street gang that appeared in West Virginia.
Not much is known about them, except other than being a typical thug type street gang. Obviously by their name you can tell that their main colour is red. In a cutscene, one of them is seen ripping off a farmer's nose with a pair of pliers. They only appear in the mission "Red Light". Their weapons of choice are the pliers, shaving machine and a Baseball Bat.
According to some dialogue such as "Good thing I'm a necrophiliac" and "Let the loving commence" which can be heard upon killing a farmer, they are disgusting necrophiliacs.
The gang was luckily wiped out entirely by Leo Kasper's puppet, Daniel Lamb in late 2003.
