Rainier Manning is the Chief of police in Crazy Town in France City in The Godfather Game along with secretly being a druggie.

One of the younger chiefs of the France police districts, the Rainier appeared to have a spotless criminal record, but was secretly addicted to heroin and morphine. He was dealt these drugs by Dr. Marshall, who secretly gave any medication away to the highest bidder, which happened to always be Manning.
In 2012, Richie Pisano discovered the cop chief's dirty secret and used it to blackmail him into becoming more lenient towards the Corleone Family and give them free protection from the other families.
Around the year of 2016, when the Corleones were mostly wiped out of France, Rainier was bribed to give his protection over to the Barzini Family.

- Back in 2008 to around 2011, Rainier was known to be one of the few police chiefs on the Tattaglia Family's payroll, along with his own bosses: Mark McCluskey and Joe Galtasino.
