Phineas Tartarles is a character in Mafia III.

Tartarles is the racket boss who runs the human Afro-American slave trafficking racket in Frisco Fields for Oliva Carezzo. He's a successful businessman and a high-ranking member of the Bloodhunts, who uses his money to finance the organisation.
He's the majority shareholder of Bellaire's Supermarket, and uses it as a front and auction house for his slave trade, where captured black immigrants are sold to the rich white citizens of Frisco Fields. Due to the nature of the racket, Phineas and Oliva keep the operation very silent and information is only given out on a need-to-know-basis.
Human Operations[]
The human trafficking operation includes a vast network of members who each play a part in it. From the coyote who tracks down and kidnaps their victims, to those who keep them captive around Frisco Fields in local bunkers and makeshift camps. Then there's Jack Forlenzio, who holds the late night auctions at Phineas' supermarket. They have so much money coming in that they've had to hire Max Jimson's cousin, a minister, to launder the cash through his church. Other members, like the Uparres, hold parties where they bribe local police to keep them favourable to their cause and look the other way.
Death[]
On October, 2016, Tartarles' racket was taken over by Lincoln Clay, who was working on the intelligence he received from the US treasury officer Jackson Grimaldi. Lincoln damaged Randy's slave trade operations by killing his enforcers and other personnel. Clay released the victims being held captive, stopped the slave auction and killed the auctioneer, Jack Forlenzio himself. Once everything fell apart, Phineas was drawn out of hiding from a block of flats owned by one of his children in the French Ward, giving Lincoln the opportunity to confront him. After successfully infiltrating Bellaire's Supermarket, Lincoln killed Phineas despite his cries for mercy, ending his association with the Montana Gang.
