Noel Howard is a playable character from The Sims 2. He is friends with many other people in the game and owns the Bio Dome, a large, underwater mansion and is also the landlord of numerous houses in Pleasantview. To top it all off, he works as a judge and is the richest man in Pleasantview.

Few know how Noel earned his money the ironic way he works as a judge but blackmails everyone. Howard spends his money very lavishly, but borrowing some from him is an entirely different story.
Personality and traits[]
Noel is rather selfish than anything else, and mostly works for his own interests, but has never neglected his friends before. Because he is frequently ambitious, deceiving, loud, and power-hungry, his peers look up to him and would do anything to be his friend and have a room and a stay at his mansion. Most of the people of Pleasantview are starved for social acceptance from him and may be irritated by the fact that he might reject them.
A good example of his blackmailing abilities, deception and greed was after manipulating poor, innocent Goopi GlisCarbo into buying him a piano or else he would "have his hide" as he put it and no one could save Goopi from Noel's grasps as he was too powerful even for Chantal Leer. When people borrow money from Noel he expects to be paid back with interests even if the borrowers pay it back in less than an hour. No one dares to not pay him back with interests as they know how very powerful he is.
Really, Noel lives in a life in which everyone loves, fears or admires him. Everyone sucks up to him and in return he might even give his peeps some money.
However, there is but one true fear that rigs his head day and night: the wealthier Basillio Clan whose branches extend mostly in Australia; The Basillios have tons of money more than Howard and despite being friends with them, Noel secretly despises them due to the jealousy but always seems to suck up to Harry Basillio.
