The Multiverse Federation is a gravitationally bound systemic federation comprising the Milky Way and the objects that orbit it, directly. Of those objects that orbit the Way directly, the largest are the 17 planets, with the remainder being significantly smaller objects, such as small Solar System bodies.
The Federation was formed 4,6 billion years ago from the gravitational collapse of a giant interstellar molecular cloud by the Elder Gods. The vast majority of the system's mass is in the Sun, with the majority of the remaining mass contained in Dac. The four troublemaking planets, Outworld, Edenia, Earth and Never Never Land, are terrestrial planets, being primarily composed of rock and metal, but as so, are the most dangerous realms. The other planets are more giant planets, being substantially more massive than the terrestrials, but more peaceful.
The Multiverse Federation is responsible to keep the peace and stability between the 17 planets. Should one merge into another without 10 consecutive wins in the Mortal Kombat Tournament, Admiral Doren is to report the news at once to the Elder Gods, unless they themselves see an outcome like that coming (in most cases, they see the outcome themselves, without Doren's message). The Federation is also responsible for keeping our existence and reality alive, as Doren, the Elder Gods and other councilmen of the Federation are alarmed when a very powerful individual who actually has the power to take over the universe is risen. Examples of such beings include: Azazel, Shinnok, Onaga, Shao Kahn, Olaf Tutchenko and the most dangerous of them all, One Being.
As said before, each planet or realm does not have its own constitution, supreme court, parliament, president or prime minister in the Federation, only the planet Dac, as it was the only one peaceful enough and not megalomaniacal to use the Federation to serve its own ends. At the top of the Federation are the Elder Gods, who's origins come from Heavens. The rulers of each of plants are not important. Their only purpose is to control a planet so it's nation doesn't descend into anarchy.
It was pessimistically said by the Elder God Zaggot himself that the Federation will unfortunately fall apart in about a decade due to the unstability of the planets' rulers.
