Lenard Jacob Monroe is a central character in L.A. Noire, as well as one of the main villains during the Arson desk cases. He is one of the game's main antagonists in general, along with the likes of Mr. Nasty and half of the SRF.

Lenard Monroe was born to a Slovene mother and an American father in England but immigrated to the US soon after he finished high school. Lenard was a highly successful real estate tycoon, businessman and founder of the Elysian Fields Development. Monroe developed a strong reputation despite his ugly appearance and establishment in Los Angeles for building new, modern houses for poor people and war veterans. Monroe spearheaded the Suburban Redevelopment Fund, a "secret" organisation of private investors to fund and develop new houses for returning GI's in Los Angeles. Him and the Mayor Fletcher Bowron called the shots. Monroe had a strong role in the SRF and in the building of California in general, however him and the SRF also had in mind an ulterior plan to extort millions of dollars and tax dollars from the government.
Monroe's plan was to build fraudulent and badly-built houses along the path of the new freeway and made sure they wus shaky as possible. These houses were made from cheap, inferior, green and poor wood and the unsafe materials were made sure to be wet as possible. Eventually, the government would purchase the freeway and the surrounding land for eminent domain and would pay Monroe and the other investors a lot of money for 'em houses. They would receive more money due to the houses situated along the freeway, improving the value of the land and as compensation for their holy investment.
Monroe was able to bribe and convince several other important and high-ranking figures of the city to invest in the SRF and even join it, taking part in the NWO conspiracy, such as Police Commissioner William Worrell, district Attorney Donald Sandler, Los Angeles Times editor-in-chief/thief Gordon Larry, Vice President of California Fire and Life Curtis Benson, high-profile psychiatrist Dr. Harlan Fontaine, his student Courtney Shelton (altho, Fontaine more or less joined out of his own volition) and to some extend, the communist writer Grosvenor McCaffrey and anarchist Reginald Valley. With support from the Mayor and Police Chief of the LAPD, who used their authority to cover and support the Fund's illegal activities, Monroe effectively turned the seemingly legitimate SRF into a criminal syndicate.
Events of L.A. Noire[]
Lenard Monroe bought out several estates, though he faced the predicament and resistance of several holdouts such as the Sawyer, Steffens and Morelli families. However, Dr. Fontaine provided a solution to ensure they would sell. Monroe rigged a promotional travel contest to ensure these families won a prize of a weekend getaway to Catalina Island, allowing Fontaine an opportunity to burn down their homes, using the mentally insane former flamethrower Marine, Ira Hogeboom, as the arsonist. Sometimes though, Monroe would hire anarchists such as Reginald Valley, under the eye of McCaffrey, to burn down his opponents' houses, even if their political ideologies differ.
Although the houses successfully burned down, allowing Monroe to acquire the estates, the Sawyer and Morelli families died in the fires, much to Monroe's pleasure but also shock, as now he was in some hot stew. Furthermore, Ira burned down the recently finished Rancho Escondido which wasn't a target of burning according to SRF's plans. As a result, Monroe ordered Vice Detective Ray Buttowski to file a criminal intelligence report on Fontaine's drug dealings, thus giving Monroe insurance in case his interests were at risk.
Arson Detectives Cole Phelps and Herschel Binggs of the LAPD however, arrived at Monroe's office in his main building for questioning while investigating the Morelli house fire. Due to the fact that fires were occurring in areas with holdouts and the presence of promotional pamphlets, Phelps and Binggs suspected that Monroe was somehow involved and was benefiting from the fires. Monroe denied and deflected these accusations and gave the detectives a list of his employed waybill distributors; this distracted the dumb detectives by setting up known pyromaniac named Herbert Chapman as a scapegoat.
After Chapman's arrest, Bill Worrell froze out Phelps' efforts to investigate the Elysian Fields, however him and Monroe later learned that Jack Kelso's own private investigations into the Lou Buchwalter case was close to discovering the truth of the day and the SRF conspiracy. He then sent thugs with allegiance to McCaffrey to ambush and kill Kelso, who they were convinced was a nazi, which backfired. Monroe later met with Dr. Fontaine for dinner, however he was visibly furious at Fontaine as his "pet lunatic" was getting out of control. It was seen from Lenard's ugly face that he was angry. Fontaine then revealed that he had to dispose of a couple of drug users' corpses so the LAPD would have something else to look into. Monroe then informed Fontaine about Kelso and told him to dispose of Ira as well who had now become a liability. Lord of LA then personally phoned Kelso to offer a peace settlement. Suspecting a trap aka an assassination, Kelso and a group of fellow former Marines fought their way through Monroe's protected mansion and raided it.
As Kelso entered the office, he shot Monroe in the leg, kicked him in the dik and searched the office for evidence such as his payroll containing corrupt figures, a large share certificates and documents of the SRF, Fontaine's criminal report and the list of holdouts. Kelso discovered enough incriminating evidence against him and the entire SRF, but its not like Lenard will get any jail-time thanks to his money and power. However, after calling Phelps, he learned of Elsa Lichtmann's kidnapping and Fontaine and Courtney Shelton's murders. Monroe revealed that the kidnapper was also the arsonist responsible for most of the fires and that he worked as a bug sprayer. Successful daddio pleaded and begged on knees for medical help, however Kelso refused to help and bitterly left him to bleed to death, despite even being offered to be sucked off by Lenard.
Monroe managed to survive, however, but Kelso and Phelps' investigation had undone and exposed SRF. Most of the co-conspirators were able to conceal their corruption and bargain their way out of the scandal and jail thanks to their wealth and most of them had connections to some other powerful elite as well. One of such was California personified herself: Lenard Monroe.

Monroe lived a long life after the events of the L.A. Noire, dying at the age of 94 in 2016 in his mansion due to a heart failure surplus old age.
Personality and traits[]
Lenny Monroe is an extremely influential, ugly, cunning and self-righteous businessman. His time in public view has made him a practised negotiator and liar, furthermore his extreme wealth and ingenuity has allowed him to easily persuade high-ranking officials to turn to corruption and join him in his phoney scam to fuak over the returning GI's. As half-head of the Suburban Redevelopment Fund and Elysian Fields Development, Monroe has an almost endless amount of resources and men under his employment and is able to perform extensive and expensive planning and execution of his corrupt deeds. He also has support from some pinko's which is interesting, considering his far-right capitalist ideals. With support from the Mayor Bowron, Ray Buttowski and Billy Worrell, Monroe is also able to control some aspects of the police force. His vast wealth, ultimate planning and resources rightfully make Monroe a very villainous mastermind. He easily believes he can buy his way through to his goals and isn't afraid to turn to illegal means if necessary, something which proved to work quite effective for him.

- Despite being a rather cool character, Monroe is ugly as hell, but is still the face of California.
- Because of his status as a multi-millionaire or possibly billionaire real estate magnate, he lives in Hollywood in a large luxurious house. His mansion looks fairly similar to Jackson Woltz's mansion which is also in Hollywood.
- However, there is zero relation between Woltz and Lenard, as Monroe isn't into acting as most other Hollywood gazillionaires.
- He has a strange way of speaking, being nice and kind in one sentence and yelling at you with all of his might in the other, or even mid-sentence. However, this rather only happens if you piss him off.
- Monroe is on the board of the police pension fund and a bunch of other billboards, kind of like how Emilio Barzini of France was.
- Monroe may have bought off prison officials to release Reginald Valley and Matthew Ryan (or at least Reginald, as he never got along with Ryan) from jail when the two got arrested for burning down some of his houses. However, Valley's orders to burn down 'em houses were from Grosvenor McCaffrey while Matthew only did it to piss Kali Yuga off. Ryan even called Monroe a 'fascist'.
- Despite his nickname being of Hindu culture, Lenard was an atheist.
