Lei Chen is a walled fort city named after the the Lei Chen Mountains, a mountainous native region of Outworld, that was build and for sometime ruled by Overlord Zaffeero until his death at the hands of Hotaru.
Zaffeero once served Shao Kahn for many years, but recently challenged the emperor. Shao Kahn, after years of trying to take over his city at all cost, sent Mileena and the Tarkatan mutant foot soldiers to retake the city, offering the overlord a choice: give the emperor his head and have the city's population spared, or have the entire city wiped out and taken over.
Shujinko, while exploring the dangerouse planet of Outworld, delivered this message to him personally from Mileena, but he refused the give up. He then asked Shujinko to get help from the Orderworld. Without the Outworld Kamidogu, Shujinko offered Hotaru the city itself as payment, which he soon collected. Defeating Mileena's army, Hotaru then killed Zaffeero and took over the city in the name of Order.
Beyond the city, on island, but not far from the city itself, lies a giant structure and HQ of Kahn's Army, called the Shao Kahn's Castle.
