King Baalak is a King of a small Morris Empire described by Hotaru in the Seidan Dictionary, where his dealings with the sorcerer Quan Chi during the Fate of Seido are recounted. Baalak was successful in convincing Chi of cursing the migrating and attacking Mack Kotington's community, it would be in the Never Never Land's best interests after all.

On his journey to meet the King of Morris Empire, Quan Chi is stopped by the travelling Rome the Gnome, who begs Chi to give him some money as he is poor as hell. Chi tells the Gnome he has niente and tells him to return home; Chi doesn't have much patience for beggars.
After coming to Baalak's kingdom, Chi learns that Mack's tribe had just defeated some members of Hell's Army at a dark and foggy place named Norah, and are now waiting for their next orders from Macky to attack the Morrises.
However, none of Mack's plans of conquering the Morris Empire would come to fruition as Chi would curse his small militia outside of the kingdom and Baalak would be safe and more grateful than ever. As gratitude for saving his hide, Baalak decided to become a faithful worshipper of Shinnok, and was promised that his kingdom would still thrive even after Orderworld would be consumed by the Never Land, something which, of course, turned out to be true, as then-ruler Adolf Ackermann and Clurkicus never showed any interest in the King's empire, only protection.

- Some of King Baalak's quotes and acts seem to be quite similar to Frank Kenson's, perhaps he is a secret fan of him? Unlikely, more likely just a coincidence or its Kenson faking after Baalak as Baalak is hundreds of years older than Frankie.
- He once spoke directly to Gait and had a short argument with him. To his and ours surprise, Gait spared him for some reason, despite being a merciless dictator.
