Jeffrey "Jeff" Robbinson was a New York City Chief of Police before he was ordered to serve the agent Gregory McCain.

Robbinson grew up in Denver, Colorado and it is rumoured he had many friends. The Columbine Massacre scared the living daylights out of him, the coward. Before Robbinson joined the police force, he and his buddies used to shake down small businesses for a sizeable fee. When he came to New York and the old New York City police chief retired due to a scandal, Jeffrey took his place.
Gregory McCain hired Jeff as his new sidekick when his previous one died, and Jeff even did favours for him in order to help him and be useful. However, McCain was always becoming more and more evil and lawless in his attitude, and insisted on bigger favours in return.
