Jasper T. Jowls is a dog from Tennessee who is a friend of Chuck E. Cheese, Moonman, and Olaf Tutchenko alike. He worked for both the Confederacy during the American Civil War and Nazi Germany during World War II. He has German, Belgian, and Scottish ancestry. Similarly to how Moonman is a skilled pianist, Jasper is a skilled banjoist. During WWII, he was a nefarious Gestapo agent who would use a leather whip to whack Outworlders, certain Christians, Jews, gypsies, Slavs, LGBT community members, and disabled people upon entering trains to be delivered to concentration camps. Earlier in the American Civil War, he would treat African-Americans so poorly that even his fellow Confederates thought he took it "a bit too far".
