Parker was a senior detective in the LAPD and was competing with partner Thad Green for William Worrell's job. Parker was the ideal

candidate for commissioner as everyone in the LAPD including Ray Pinker and Roy Earle spoke more highly about him than Thad Green.
After LA Noire[]
After Worrell retired in 1949, Parker took over as police chief of the LAPD and made strict changes to the LAPD that were sure to stand the test of time. He reassigned Herschel Biggs to the NYPD's Arson Division whilst keeping a constant eye on Roy Earle having heard stories of Earle's corruption from Biggs.
NY Noire[]
In 1954, Parker is still chief of police and reassigns Roy Earle to the NYPD to be a detective in the Arson Department. He and Vice Captain Lazarus Cafferelli both put in a good word for Earle so he gets a good standing in the NYPD. He appears in the game during flashback sequences and is mentioned frequently throughout the storyline.
