He is mentioned throughout the game by many characters, including Ray Buttowski, Mickey Cohen, Cole Phelps, Herschel Binggs and Stefan Buttowski.
He was the boss of his very own gang from 1966 to 1974 when he was killed in a drive-by in San Francisco by Cohen's men, particularly Ettore Sporco, Cohen's Gang and Marinas' Truck Driver.

- Dragon was known to be a very big and successful gambler in California, according to Mickey Cohen himself.
- When Jacky said that one of the only reasons why Cohen got Carlos' gang handed over to him was "because its filled up with his people", he was referring to the large amount of Jewish gangsters Alvin De Carlos employed.
