Hal and his younger brother Longhorn Luke are the sons of Bartum Longhorn. They are hired thugs working for Mayor Griffon.
According to Bartlett, Holstein had a bounty of $500 for harassment and rustling.

Hal and his brother show up at Annie's Ranch to drive Annie MacFarlane off her property after all other members of Hal's Gang have been killed. The player must fight them while playing as Annie. Red Harlow does not encounter them.
