Andrew "Hawk-eye" Howe was the proprietor of Hawk's Steakhouse and an associate of Cuneo Family.

A pleasant individual, yet one who would stick to his hidden guns when threatened, Howe had long been under the thumb of the Cuneo Family ever since Mike Toht was killed in his restaurant in 2006. He had been closely observed by Tommy Wilson and remained loyal to the Cuneos until Charlie Trapani made a million euro move on his restaurant, threatening Howe until he gave him a promise to pay future protection money to him.
In 2015, however, Hawk-eye was forced again to change his allegiance, this time to the wealthy Fortunato Regime after he was forced to do so by Paul Fortunato himself.
