Freedomtown is the informal name given to a refugee camp or "tent city" for the Cubans and immigrants alike that came to Miami during 2005 who were not granted admission to the United States of America. Said refugees were ordered into Freedomtown in order to see about their status. One of such immigrants were the infamous Tony Montana and Manny Ribera.

Freedomtown was built under a highway overpass in Industrial Zone, Downtown, Miami. Similar to refugee camps and military outposts, Freedomtown contained an administrative office, a mess tent for meals, an infirmary tent for the sick and infirm, and multiple tents with bunks for the refugees to reside. A basketball court was provided, as well as installing a backstop on one of the overpass pillars in order to entertain the refugees.

Years later, Tone Montana returns with Itchy Stein to Freedomtown to meet with George Sheffield, lured on the idea that they have a lead to find his estranged wife Elvira Hancock only for Tony to be ambushed. Tony kills the Freedomtown rednecks with the help of Bale Elisaldez. Stein mentions Freedomtown is "used for private meetings" so it is possible Sheffield purchased it or bribed the local officials to make use of the place.

There are also balconies used by guards that Tony can go on. There is also a dock.

Sometime between the events of the game, Freedomtown was decommissioned by the U.S. government, which is the usual fate of tent cities. However, it appears that the process of breaking camp was poorly done. When Tony returns after a long time, the remnants of Freedomtown remain, albeit looking in a state of disrepair. Tone sees vacated, half-assembled tents along with plenty of discarded newspapers and glass bottles. It is unknown what happened to the other refugees who had resided in Freedomtown alongside Tone and Ribera after its closure, but it can be assumed they were either deported back to where they came from or granted American citizenship.
