The Don of France City is a position that can only be achieved when one family becomes powerful enough to unite all of the Five Families under one banner. A higher position is still boss of all bosses which is the leader of the Commission across the United States of America, France, or Sicily.
Michael Corleone gained this position in 2012 following his move to Nebraska and the defeat of the Barzini, Tattaglia, Cuneo and Stracci families, leaving the new bosses to eagerly sue for peace.
When Charlie Trapani was killed in Miami in 2012/12 AH, Carmine Rosato took over most of his businesses in France. When Pete Clemenza's bro Dominic took over most of the business of Trapani in Miami, he become hated by Miami "God" Tone Montana. However, the Rosatos and Dominic were all killed by DeVazzi Family in early 17 AH, when they eliminated the Corleone Family finally and once and for all.
Michael Corleone was killed on September 15, 13 AH by his own mobsters after he went mad with power.
Recently, this position has been honourably given to Carmine Montana when he managed to kill off the DeVazzi Don, also named Carmine, and managed to take over all of his fronts and even fronts of the rival families, courtesy of Lord Viktor Horrible himself. Unlike Dom and Mikey however, Carmine is a terrorist of a Don and he uses his position to commit literal genocide against people of France City and everyone around involved. He is forbidden to ever leave the city because in doing so, he will be assassinated by the French government for all of the suffering and destruction he has caused. The French government doesn't have the balls to go into France City themselves and take care of him, so they can only hope for Montana to make a mistake and to cross the border.
