Oscar Reynolds also known as Cyclone a former Queensland Premier, and a member of the Elements. His molecular structure was rewritten to have a body of wind. He fought against Sword Snake twice in Antarctica once at a Penguin nest, and the second time in a bunker. He was defeated, and destroyed the second time several hours after Snake fought against Lightning in the Element research facility.
