Inconsistently Heinous

Inconsistently Heinous are villainous characters who are not Pure Evil or even Near Pure Evil but just a step above the average level of evil. Regardless, this category is still not to be abused for villains who are not that villainous at all.

Sometimes, certain characters can be Inconsistently Heinous as villains but Inconsistently Admirable as heroes. This is because according to certain psychologists, philosophers and shrinks, morality is subjective rather than objective.
