Carter Julius Blake is one of major villains in the Heavy Rain series, along with Virgilio DentonJacob NeverthalHenry Borvans (revealed to be a minor) and Pecos Marina. Blake was also Domenico Von Crane's top cop on the payroll.

Today Carter works for as the commissioner of the New York Police Department, while he also used to work for the Washington City Police Department (or WCPD/WPD) and the LAPD.

Heavy Rain[]

In Heavy Rain, Blake serves as the main villain of Norman Jayden's story, due to his raising hatred for him when they first met in "Crime Scene" chapter. Carter sees Jayden as a thorn in his side as they both can't agree on how the law should work. While Jayden takes more of a Cole Phelps approach on law, Carter takes Frank Tenpenny's approach. In the same chapter, Blake shows him the body of Jeremy Bowles in a white tent for Jayden to inspect, but doubts Norman will be able to make any connection.

In "Welcome Home, Norman" chapter, he, along with Jayden, interview Ethan Mars about what happened to his son, Shaun and ask him if he knows anything about the Origami Killer or who could it be. When Ethan explains that he knows nothing, they both seem sceptical, but having no evidence to charge him as a suspect, they leave.

In "Kick Off the Meeting" chapter, he appears along with his boss Limethon Perry, in Jayden's presentation about two people who fit the Origami Killer's psychological profile: Nathaniel Wilkers and Jacob Neverthal. Carter laughs at these suggestion and brushes them off, but almost at the end of presentation, he gets serious again and mentions of Jacob having a religious grudge against him and then goes to Jacob's apartment, along with Jayden.

When the two confront Jacob, he calls Carter the "Anti-Christ" and says that Carter is the son of then-Netherworld's ruler, Shinnok. After they knock the religitarded lunatic out, the two search up Wilkers, but find no evidence for him either. Out of options, they return to Ethan to interrogate him again.
