William "Bill" Hicks is a police officer in the live action sitcom called Casino. He is archenemies with The Grand Casino's general manager named Oleg, who was hired by Rory and Natalia. He is basically to Oleg as Detective Merrick is to Rory and Natalia.
He is not in any way related to the gangster Bill Hicks who worked in the Clurkicus Family. Fact just is that Bill Hicks seems to be quite a common name.
