General Arthur Payne is a playable character that lives besides The Octagon which he also owns in The Sims Bustin' Out. He employs Maxine Powers at his labs.

Arthur has been given the responsibility of creating new experimental technology and biochemistry for the armed forces of Australia. His work at The Octagon is a top secret, or so they say, but it also appears to be unethical. Unlucky visitors at the 'gon have been known to vanish without a trace and anyone who had ever tried reporting their absence was never heard from again. But perhaps if you get to work for him and get along with o' General Payne, you'll learn just how the game is truly played.
Him and Maxine had both been known to be taken large bribes from the Basillio Clan, particularly Molok Basillio and Michael Basillio to serve them both some illegal weapons on the side and deep web site.

- His nickname and last name is an obvious pun on General Pain, he causes it after all or so they say.
- He has his weapons secretly stashed in the basement of The Octagon.
- His building's name, The Octagon, is just the "Australian version" of America's Pentagon.
- Some people thought that Arthur actually lived in The Octagon since he was never seen outside of it, but it was later revealed that that info is indeed false and Arthur actually owns his own house.
- Payne is not the only military-affiliated character to serve a supporting role in The Sims, as Jonas W. Bragg has also made his mark known in The Sims 2.
- Unlike the latter, however, Payne is a playable character, but he does not serve nearly as much in the franchises as Bragg does.
- He has a small mention in Edmond's Red Door Story but then gets his role overshadowed entirely by the aforementioned W. Bragg.
